Soliciting the LVMPD's Business

The Purchasing Unit is responsible for procuring materials, supplies, equipment, general and professional services, and construction services for all of LVMPD's Bureaus. Your first contact when soliciting the LVMPD's business should be with Purchasing Unit staff. Purchasing staff can forward your information to the area best able to evaluate your organization's products or services for use by the Department.

The Bidding Process

LVMPD's purchases are made through a competitive bidding process in which purchases are divided into formal and informal categories.

Formal purchases are valued at more than $100,000. A list of current bid invitations for formal purchases may be viewed by clicking on a link on the Bids Opportunities page of the Purchasing Unit website. In order to facilitate a greater distribution of its bid opportunities, LVMPD is a member the Nevada Government eMarketplace (NGEM), the leading government purchasing network for government agencies in Nevada. Suppliers can register as suppliers to be placed on bid lists, view detailed bid information, and submit their bids electronically on the NGEM website: nevada.ionwave.net.  There is no cost for suppliers to register with NGEM or to submit their bids.  Suppliers who are registered with NGEM will receive automatic notification of bids available for the commodity codes they have registered for.

Formal bids are unsealed and opened publicly by the Purchasing Representative on the date and immediately after the Bid Close Date and time specified in the bid document. Award of a contract resulting from a formal bid invitation is made by the sherff or designee as formalized by resolution.

Informal purchases are valued at $100,000 or less. Quotations for informal purchases are requested from suppliers by the end users. Written quotations must be submitted for quotations valued between $50,000 and $100,000; Contracts for informal purchases are awarded by the issuance of a LVMPD Purchase Order. Bidding dollar threasholds are slightly different when using federal funds.

A variety of LVMPD's surplus items are disposed of by being sold online through our third party auction service, Public Surplus.  Bidders can bid for LVMPD's surplus items online by going to www.publicsurplus.com, and under "Browse auctions within area", click on the downward arrow to the right of "Select Region" and choose "Nevada"; click on the downward arrow to the right of "Select Agency" and choose "Las Vegas Metropolitan Police Department"; and click on "View All Auctions for Las Vegas Metropolitan Police Department".  This will take you to the Las Vegas Metropolitan Police Department's auction page.  Bidders will need to "Login" and register to be able to submit a bid online.

State of Nevada Emerging Small Business (ESB) Program

The State of Nevada’s local Emerging Small Business (ESB) program was created by Assembly Bill 294 in the 2013 Legislative Session and became effective on January 1, 2014.  The program is designed to encourage the development and growth of small businesses in Nevada. The program seeks to assist small businesses in obtaining work with state and local government agencies through identifying small businesses that want to contract with governments. Nevada businesses interested in doing business with the State of Nevada Purchasing Division, State of Nevada Public Works Division and/or local governments in Nevada (specifically Clark and Washoe Counties) are encouraged to apply.  If a business would like to apply for certification as a local ESB, it should submit a complete an online application to the State of Nevada Governor’s Office of Economic Development (GOED) via the following link: https://goed.nv.gov/programs-incentives/emerging-small-business

A public list of certified businesses will be maintained on GOED’s website and purchasing agents/buyers from state and local government agencies are encouraged to refer to the list of certified businesses when purchasing opportunities arise in order to contact vendors directly for quotes or bids.
